From Brief Biography of Jacques Lacan (1901-1981) – see this site /4 Jacques Lacan (13000000) gives a more complete account of the following.
1953 – Controversy within the Paris Psychoanalytic Society. Daniel Lagache, followed by Lacan, formed a new Société de Psychananlyse.
1953 to early 1960s – Expelled, finally, from the International Psychoanalytic Association, because of unorthodox practice and teaching methods.
1964 – Reformed his analytic society, calling it L’École freudienne de Paris.
1968-May Revolution. Lacan supported the students’ revolt. President of the psychoanalytic department of the University of Vincennes.
1980 – dissolved the École Freudienne, and formed La Cause Freudienne. Expulsion of many previously close collaborators. Legal battles.

The First Version – Jacques Lacan presented this text
This first version of the proposition of 9 October 1967 on the psychoanalyst of the school appeared in Ornicar? Analytica volume 8 – 1978, that is after the second version had been published. It was presented there as being indeed the one that was delivered by Lacan on 9 October 1967. It contains 4845 words, whereas the so‐called second version, published in Scilicet [no.1. 1968, pp.14‐30] contains 5059 words.

Il s’agit de fonder dans un statut assez durable pour être soumis à l’expérience, les garanties dont notre École pourra autoriser de sa formation un psychanalyste – et dès lors en répondre.
Pour introduire mes propositions, il y a déjà mon acte de fondation et le préambule de l’annuaire. L’autonomie de l’initiative du psychanalyste y est posée en un principe qui ne saurait souffrir chez nous de retour.

– Translation of first version, presented by Jacques Lacan : It is a question of founding, in a status durable enough to be submitted to experience, the guarantees with which our School will be able with its training to authorize a psychoanalyst – and hence be responsible for it.
To introduce my propositions, there is already my act of foundation and the preamble to the annual volume. The autonomy of the psychoanalyst’s initiative is posed there in a principle which would not allow a re‐visiting by us.
The School can bear witness that the psychoanalyst in this initiative gives a guarantee of sufficient training.
It may also constitute a milieu for experience and criticism which establishes, even sustains conditions for the best guarantees.
It can, and therefore it must, since as a School it is one in the sense not only that it distributes a teaching, but also in that it installs between its members a community of experience whose heart is given by the experience of its practitioners.

First a principle: the psychoanalyst is authorised only by himself. This principle is inscribed in the original texts of the School and decides its position.
This does not rule out the School guaranteeing that an analyst has been formed by it.
It can do so on its own initiative.
And the analyst may want this guarantee, which from then on can only go beyond: to become responsible for the progress of the School, become a psychoanalyst of its very experience.
